Clause 1, Article 45 of the Law on Tourism 09/2017/QH14 dated June 19, 2017, stipulates:
“Tourist transport business is the provision of air, sea, inland waterway, railway and road transport services to serve tourists according to travel programs, at tourist resorts, tourist destination.”
Organizations and individuals doing tourist transport business must satisfy the conditions for transport business; technical regulations, environmental protection of means of transport; conditions of means of transport drivers, service personnel, equipment, and service quality on each type of means of transport as prescribed by law.
Conditions for service staff
For road transport vehicles
Service staff on passenger cars must be professionally trained; and regulations of law on transport business activities as prescribed by the Minister of Transport.
Service staff on tourist transport cars must be trained in tourism by the transport business unit. Except for the case that the staff serving on the vehicle is a tour guide; or has fostered and trained in tourism, or related disciplines at the training institutions from intermediate to professional tourism or higher.
For drivers who are also service staff when transporting tourists, the transport business unit must provide tourism training for drivers as the content of training for service staff.
For employees of inland waterway vessels
Service staff must foster and trained in professional skills; and the provisions of the law on transport business activities as prescribed by the Minister of Transport; trained in life-saving, fire-fighting, life-saving, and medical first-aid.
Staff serving on tourist means of transport by inland waterway must be trained in tourism by the transport business unit (unless the staff serving on the vehicle is a tour guide or has been being fostered, trained in tourism or related fields at training institutions of intermediate level or higher in tourism operations).
Conditions for vehicles
For road transport vehicles

- Inland watercraft transporting tourists must ensure the following furniture and amenities then:
