“Consular legalization means the competent Vietnamese agencies’ certification of stamps, signatures, and titles on foreign papers and documents for being recognized and used in Vietnam”

Step 2: After the university degree notarized and certified, the owner submits it to the competent diplomatic missions of Vietnam, in particular, the Department of Consular and the Department of Foreign Affairs of Ho Chi Minh City – Ministry of Foreign Affairs and other agencies as prescribed by law. In case the competent agencies need to check the authenticity of the university degree requested for consular certification, the application-receiving officer may request the applicant for consular certification to additionally present the original university degree and submit 01 photocopy (photograph copy) of this university degree.

Which agency has the authority to legalize consular for a university degree?

According to Article 5 of Decree 111/2011/ND-CP, Article 1 of Circular No. 01/2012/TT-BNG, and the Ministry of Foreign Affairs’ website on Consular Affairs at http://lanhsuvietnam.gov.vn.

Procedures of consular legalization of a foreign university degree

Step 1: Prepare and submit application

The applicant can choose the location that is most convenient:
a. At the Consular Department (Ministry of Foreign Affairs). Address: 40 Tran Phu, Ba Dinh, Hanoi.

  • 01 working day from the date of receipt of complete and valid documents, or
  • No more than 05 working days if the application has 10 or more papers and documents;
  • It may take longer if the competent agency needs to check the authenticity of the seal, signature, and title on the papers as well as documents requested for consular legalization.

Step 3: Receive result
