  • In case the dossier contains 10 papers and documents or more, the time limit for processing may take longer but must not exceed 05 working days.
  • In case it is necessary to check seals, signatures, titles, and documents: Within 05 working days from the date of receipt of the application, the competent agency or organization shall reply in writing to the Ministry of Foreign Affairs. Immediately after receiving the reply, the Ministry of Foreign Affairs shall process and notify the results of the applicant for consular legalization.

When is consular legalization required?

The consular legalization fee?

  • The fee for consular legalization and certification: 30,000 VND/time. The fee for issuing copies of papers and documents: 5,000 VND/time.
  • Fees for consular legalization and certification are collected in Vietnam Dong (VND).
  • This cost collected by the competent authority of Vietnam. On the other hand, in order to use such papers and documents in Vietnam or abroad, you must pay an additional cost of consular legalization at the diplomatic mission of that country.
  • Papers without fees for consular legalization:
  1. Directly serving the activities of agencies of the Party, National Assembly, Government, and ministries as well as ministerial-level agencies;
  2. Exemption from the collection of consular legalization fees under international treaties which the Socialist Republic of Vietnam has signed, acceded to, or agreed to. If there are other regulations, then such regulations shall be complied with.
  3. Exempted from the collection of fees for consular legalization and certification of foreign organizations and individuals on the basis of diplomatic relations and other external cases under specific decisions of the Ministry of Foreign Affairs.

Papers and documents not subject to consular legalization

Papers and documents not subject to consular legalization are specified in Article 10 of Decree 111/2011/ND-CP on consular certification and legalization:

  • Firstly, corrected or erased papers as well as documents but not corrected in accordance with the law.
  • Secondly, papers and documents in the application for consular legalization contain conflicting details.
  • Thirdly, falsification of papers and documents or issued/certified against authority according to the provisions of law.
  • Fourthly, papers and documents with signatures and seals that are not original signatures or original seals.
  • Lastly, papers and documents with contents that infringe upon the interests of the State of Vietnam.
