What are the conditions for foreigners to be allowed to buy and register motorbikes in Vietnam?
Vietnamese law allows foreign individuals to purchase and register ownership of cars and motorbikes to meet their needs. However, foreigners who want to register a vehicle in Vietnam must meet one of the following two conditions:
- Firstly, being a foreigner working in diplomatic missions, consular offices, international organizations.
- Secondly, being a foreigner working or living in Vietnam (permanently or temporarily residing for one year or more).
If the above conditions are met, foreigners can easily register their vehicles in Vietnam.
What does a foreigner’s motorcycle registration file in Vietnam include?

Vehicle registration certificate

Documents of the car owner (In case the car owner is a foreigner)
Foreigners working in diplomatic missions, consular offices, representative offices of international organizations, present diplomatic identity cards or official identity cards (still valid), submit a recommendation letter from the State Protocol Department or the Department of Foreign Affairs.
Foreigners working, living in Vietnam, present Passport (still valid) or other valid papers instead of Passport, Permanent residence card, Temporary residence card for one year or more and work permit as prescribed, submit a letter of introduction from a competent Vietnamese organization or agency (Clause 3, Article 9 of Circular No15/2014/TT- BCA dated 04/04/2014).
Vehicle documents (In case of car purchase)
Documents on vehicle ownership transfer, including: Sales invoice as prescribed by the Ministry of Finance (Point c, Clause 1, Article 10 of Circular No. 15/2014/TT-BCA dated April 4, 2014).
Vehicle registration fee documents: Receipt or paper of payment to the state budget in cash or check through the state treasury (certified by the state treasury that has received the money) or a payment authorization letter through the bank pay registration fee accordingly regulations of the Ministry of Finance (Point a, Clause 2, Article 10 of Circular No. 15/2014/TT-BCA dated 04/04/2014).
Documents of vehicle origin, such as: vehicles imported under commercial contracts, duty-free vehicles, special-use vehicles with the tax rate of 0%, project aid vehicles: Declaration of origin of automobiles, imported motorcycles, accordingly the form of the Ministry of Finance (Point a, Clause 3, Article 10 of Circular No15/2014/TT-BCA dated April 4, 2014).
