Step 2: Receive application for CCCD

Step 3: Take a photo, collect fingerprints

According to the provisions of Circular 59/2021/TT-BCA, the following cases will be exempted from fees when making citizen identification:

“a) Change the CCCD card when the State regulates the change of administrative boundaries;

b) Exchange or re-issue citizen identification cards to citizens who are fathers, mothers, wives, husbands and children under 18 years of age of martyrs; war invalids and beneficiaries of policies like war invalids; children under 18 years of age of war invalids and policy beneficiaries like war invalids; sick soldiers; citizens permanently residing in border communes; citizens permanently residing in island districts; ethnic minorities in communes with extremely difficult socio-economic conditions; citizens of poor households as prescribed by law;

c) Exchange and re-issue CCCD cards for citizens under 18 years old, orphans of both parents, without support.

2. Cases where fees are not required

a) Citizens aged full 14 years or older shall carry out procedures for issuance of citizen identification cards for the first time according to the provisions of Clause 1, Article 19, Clause 2, Article 32 of the Law on Citizen Identification;

b) Change the citizen’s identity card according to the provisions of Article 21 and point a, clause 3, Article 32 of the Law on citizen identification;

c) Change the citizen identification card when there is an error in the information on the citizen identification card due to the fault of the citizen identification management agency.”

Expiration date of citizen ID card with chip

According to the Law on Citizenship Identification 2014 stipulates that the expiry date of the citizen ID card with the chip is as follows:

– CCCD card must be changed when the citizen is full 25 years old, full 40 years old and full 60 years old.

– In case the CCCD card is issued, changed or re-issued within 2 years before the age specified above, it is still valid until the next age of card change.

According to the provisions of Article 4 of Circular 06/2021/TT-BCA and the Law on Citizen Identification 2014:
