- The vocational education institution employs qualified teachers who meet professional requirements for teacher’s standards, qualifications, and pedagogical requirements under regulations of laws; ensure that the ratio of students to teachers does not exceed 25:1; for aptitude subjects, the ratio of students to teachers does not exceed 15:1; tenured teachers by training major are available;
Dossiers to establish a Spa – Cosmetic Center
- Firstly, registration document for spa vocational training (made according to the form in Appendix III issued together with Decree 143/2016/ND-CP).
- Secondly, a copy of business household registration certificate.
- Thirdly, report on conditions to ensure vocational education activities (under the form in Appendix V to Decree 143/2016/ND-CP) and enclosed with supporting documents.

Procedures to establish a Spa – Cosmetic Center
Procedures for applying for a spa license
Agencies, organizations, and individuals who want to set up a spa vocational center shall send an application for a spa license to the Department of Labor, War Invalids, and Social Affairs.
The Department of Labor, War Invalids and Social Affairs receives and examines the application before sending it to the Appraisal Council for the establishment of a spa vocational training center.
For a complete and valid application for a spa license. The Department of Labour, Invalids, and Social Affairs will send the application to the Appraisal Council for appraisal.
Then, the appraisal council will organize an appraisal of the dossier within 5 working days from the date of receipt of the dossier from the Department of Labour, Invalids, and Social Affairs.
Based on the conclusion of the Appraisal Council, the agency, organization, or individual requesting the establishment of a spa center shall complete the application and send it to the Department of Labor, War Invalids, and Social Affairs.
In case the Appraisal Council concludes that the establishment dossier is ineligible. Within 5 working days from the date of organization of the appraisal, the Department of Labour, Invalids, and Social Affairs will send a written reply to the agencies, organizations, and individuals requesting the establishment and state the reason.
After receiving the completed application according to the conclusion of the Appraisal Council; Within the next 10 working days, the Department of Labour, Invalids, and Social Affairs will submit it to the Chairman of the People’s Committee of the province or city directly under the central government a decision on the establishment of a spa vocational training center.
Procedures for applying for a certificate of registration of vocational education activities
Firstly, send 01 set of application for registration of vocational education activities to the Department of Labor, War Invalids and Social Affairs where the head office of the institution located.
- In case of registration of vocational education activities at a branch or training location other than the same province or centrally run city where the head office is located, 01 set of application for registration of vocational education activities shall be sent to the Department of Labor – Invalids and Social Affairs where the branch is located; other training locations of the establishment.
Secondly, the competent authority receives and processes the application.
- Within 10 working days from the date of receipt of complete and valid dossiers; The Department of Labor, War Invalids, and Social Affairs shall inspect the conditions to ensure vocational education activities and issue certificates of registration of vocational education activities;
- In case of refusal to issue a certificate of registration of vocational education activities; within 05 working days, the authorities must reply in writing, clearly stating the reason;
Thirdly, receive the result.
Within 05 working days from the date of issuance of the certificate of registration of vocational education activities; The Department of Labor, War Invalids, and Social Affairs shall send a copy of the certificate of registration of vocational education activities to the General Department of Vocational Training for monitoring and management.
