Which foreigners are invited and guaranteed at a competent agency of the Ministry of Foreign Affairs?
Accordingly the Law, foreigners are in the following categories:
Firstly, NG1 – Issued to members of the delegation invited by the General Secretary of the Central Committee of the Communist Party of Vietnam; the President, the President of the National Assembly, the Prime Minister.
Secondly, NG2 – Issued to members of the guest delegation of the Standing Committee of the Secretariat of the Central Committee of the Communist Party of Vietnam; the Vice President of the State, the Vice President of the National Assembly; the Deputy Prime Minister, the Chairman of the Central Committee of the Fatherland Front Vietnam also; Chief Justice of the Supreme People’s Court; Chief Procurator of the Supreme People’s Procuracy, State Auditor General also ; members of guest delegations of the same level of Ministers and equivalents, Secretary of the Provincial Party Committee; Secretary of the Party Committee, President of the People’s Council; President of the People’s Committee of the province or city directly under the Central Government also.
Moreover, NG3 – Issued to members of diplomatic missions; consular offices, representative offices of international organizations of the United Nations also; representative offices of intergovernmental organizations and their spouses, children under 18 years of age, maids accompanied by term.
In addition, NG4 – Issued to people entering to work with diplomatic missions, consular offices; representative agencies of international organizations of the United Nations; representative agencies of intergovernmental organizations; visitors to members of diplomatic missions, consular offices; representative offices of international organizations of the United Nations, representative offices of intergovernmental organizations.
Through the inviting or guaranteeing agency or organization; send a written request for a visa to a competent agency of the Ministry of Foreign Affairs.
Procedures for inviting and guaranteeing foreigners to enter at a competent agency of the Ministry of Foreign Affairs
Case: Provided that the agency or organization invites or guarantees foreigners in the NG1 and NG2 categories shall notify in writing the competent agency of the Ministry of Foreign Affairs to direct the competent Vietnamese authority to issue visas in Vietnam. If a foreign country requires a visa, and at the same time notify the immigration management agency.
Case: Specifically, the agency or organization that invites and guarantees foreigners under NG3 and NG4 directly sends a written request for a visa at a competent agency of the Ministry of Foreign Affairs; the competent agency of the Ministry of Foreign Affairs shall notify in writing the immigration management agency. Then after 02 working days, if the immigration management agency has no opinion; the competent agency of the Ministry of Foreign Affairs shall reply to the inviting or guaranteeing agency or organization and notify the competent authority to issue the visa.Finally Visas of Vietnam in foreign countries shall issue visas if required to have visas.
Besides, if applying for a visa at an international border gate; it is necessary to clearly state the border gate, entry time, and reason for applying for a visa at the border gate.
Additionally, after receiving a written reply from a competent agency of the Ministry of Foreign Affairs; the agency or organization that invites or guarantees the foreigner to enter Vietnam shall notify the foreigner to carry out the procedures for receiving a visa at the agency competent to issue visas Vietnam abroad.
Furthermore, agencies and organizations that apply for visas to foreigners at overseas Vietnamese visa-issuing agencies must pay the competent agencies of the Ministry of Foreign Affairs the fees for processing visas.
