Which foreigners are invited and guaranteed at a competent agency of the immigration authority?
Firstly, LV1 – Issued to people entering to work with departments, agencies, and units directly under the Central Committee of the Communist Party of Vietnam; National Assembly, Government, Central Committee of Vietnam Fatherland Front, Supreme People’s Court, Supreme People’s Procuracy, State Audit, ministries, ministerial-level agencies, Governmental agencies also; Provincial Party Committees, Party Committees, People’s Councils, People’s Committees of provinces and centrally-run cities also.
Secondly, LV2 – Issued to people entering and working with socio-political organizations, social organizations, and the Vietnam Chamber of Commerce and Industry.
Thirdly, DT – Issued to foreign investors and foreign lawyers in Vietnam.
Moreover, DN – Issued to people entering and working with enterprises in Vietnam.
Besides, NN1 – Issued to heads of representative offices and projects of international organizations and foreign non-governmental organizations in Vietnam.
NN2 – Issued to heads of representative offices, branches of foreign traders, economic, cultural, and other professional organizations in Vietnam.
In addition, NN3 – Issued to people entering and working with foreign non-governmental organizations, representative offices, branches of foreign traders, representative offices of economic, cultural, and other foreign professional organizations in Viet Nam.
DH – Issued to people entering to practice and study.
HN – Issued to people attending conferences and seminars also.
Moreover, PV1 – Issued to reporters and newspapers residing in Vietnam.

Procedures for inviting and guaranteeing foreigners to enter at a competent agency of the immigration authority
Documents Procedures for inviting and guaranteeing foreigners to enter at a competent agency of the immigration authority include:
+ A certified copy of the license or decision of a competent authority on the establishment of the organization;
+ A document introducing the seal and signature of an authorized person of the organization.
The notification is only once; when there is a change in the dossier’s contents, an additional notification must be made.
Working term for inviting and guaranteeing foreigners to enter at a competent agency of the immigration authority
In general, within 05 working days from the date of receipt of the written application for visa, the immigration management agency shall consider, process, and reply to the inviting, guaranteeing agency, organization, or individual and notify the applicant to the Vietnamese visa-issuing authority abroad.
After receiving the written reply from the immigration management agency, the agency, organization, or individual that invites or guarantees the foreigner to enter Vietnam shall notify the foreigner to carry out the procedures for receiving a visa at the immigration office. Competent authority to issue visas of Vietnam abroad.
In case of applying for a visa at an international border gate, the immigration management agency shall consider and process it within 3 working days from the date of receipt of a complete application for the following cases:
a) Coming from a country that does not have a visa-issuing authority of Vietnam;
b) Before coming to Vietnam, they must go through many countries;
c) Entering Vietnam to visit or travel under a program organized by an international travel agency in Vietnam;
d) Foreign crew members who are onboard ships anchored at Vietnamese seaports and wish to exit through another border gate;
Within 12 working hours from the date of receipt of complete dossiers for cases
a) Entering to attend the funeral of a relative or visit a loved one who is seriously ill;
b) Entering Vietnam to participate in emergency incident handling, rescue, rescue, prevention of natural disasters, epidemics, or other special reasons at the request of competent Vietnamese agencies.
Agencies, organizations, and individuals that apply for visas for foreigners at overseas visa-issuing agencies of Vietnam must pay the immigration management agency the fees for carrying out the Visa notification.
