A casino business is a form of gambling business. Therefore, the conditions for the casino business are specified in Article 19 of Decree No. 86/2013/ND-CP as follows:
The organization has licensed by a competent authority to establish; and business activities of tourist accommodation establishments according to the provisions of the Law on Investment, the Law on Enterprises;
Enterprises with tourist accommodation establishments that have rated from 5 stars; or high class or higher ranked by a competent state management agency according to the provisions of the Law on Tourism and guiding documents.
There is an area to arrange a business point that fully meets the conditions specified in Article 5 of this Decree;
There are managers and executives with good ethics; who have a minimum training degree from a university or higher; have at least 03 years of experience in managing prize-winning video game businesses, and not prohibited from establishing and managing enterprises according to the provisions of the Law on Enterprises;
Satisfy security and order conditions; for conditional business lines specified in Decree No. 72/2009/ND-CP;
Have sufficient financial capacity; the fiscal year immediately preceding the year the enterprise submits the application for the Certificate of eligibility for business, the enterprise is profitable and has no accumulated loss;
Have an effective business plan for prize-winning video games; and ensure the maintenance of security, social order, and safety in accordance with the law.

- Firstly, foreigners and Vietnamese residing abroad; hold a foreign passport issued by a competent authority of a foreign country; a valid passport, and legal entry into Vietnam.

- Secondly, Have enough financial capacity to participate in playing at the Casino Business Point. Players must prove to have a regular income of 10 million VND/month or more or are subject to tax at level 3 or higher according to the provisions of the Law on Personal Income Tax.
- Thirdly, Tickets must purchased at the Casino Business Point. The ticket price is 01 million VND/24 consecutive hours/person or 25 million VND/month/person;
- Finally, Not being subject to family members having full civil act capacity; being a father, adoptive father, mother, adoptive mother, wife, husband, biological child or having an application for casino business; not allowed to play at the Casino Business Point; Vietnamese people allowed to play at casino business points; can only use Vietnamese dong to exchange for conventional currencies, and can exchange the conventional currency into Vietnam Dong in case the game does not run out or won.
Vietnamese people are banned from entering the casino business
a. Persons who criminally prosecuted by the Vietnamese procedural authorities; or a foreign country is conducting an investigation, prosecution, or trial;
b. Persons with previous convictions for crimes of infringing upon national security; or other crimes due to intentional fault, sentenced to more than 3 years in prison and not yet expunged;
c. Persons who are in the period of suspension of serving prison sentences;
d. Persons currently serving sentences of non-custodial reform, probation, ban from residence, ban from holding certain posts; prohibited from doing business in business lines subject to security and order conditions under court decisions then;
đ. Persons being apply the measure of education in communes, wards, or townships; there is a decision to apply administrative handling measures while waiting for the implementation of the decision; are addict to drugs; being suspended; temporarily suspend the execution of the decision to send to a compulsory education institution or to a compulsory detoxification establishment.
e. Persons who have subjected to administrative handling measures; but not enough time limit to considered as not yet applied administrative handling measures.
5. All proceeds from tickets to play at casinos specified at Point c, Clause 3 of this Article shall left to the localities where the enterprises organize casino business to spend for welfare purposes. social services, serving the community and ensuring security and social order under the guidance of the Ministry of Finance then.
Responsibilities of casino business enterprises permitted to pilot allow Vietnamese to play at casino business points
