Conditions for granting nursing practice certificate
The condition for granting a nursing practice certificate: fully meet the conditions specified in Article 18 and Clause 1, Article 24 of the Law on Medical Examination and Treatment 2009.
Article 18 of the Law on Medical Examination and Treatment 2009:
1. To possess any of the following diplomas and certificates relevant to the form of medical practice:
a/ Professional diplomas in health granted or recognized in Vietnam:
b/ Certificates of herbalists;
c/ Certificates of owners of herbal remedies or treatment methods.
2. To possess a written certification of the practice duration, except for herbalists and owners of herbal remedies or treatment methods.
3. To possess a health certificate for practicing medical examination and treatment.
4. Not to fall into cases of being banned from professional practice or work related to the medical or pharmaceutical profession under court rulings or decisions; being examined for penal liability: serving penal sentences or rulings of courts or administrative sanction decisions on confinement to educational or medical treatment establishments: being disciplined by caution or a higher level related to professional medical examination and treatment; or losing civil act capacity or having civil act capacity restricted.
Besides, Article 24. Certification of the practice duration
1. Before obtaining a medical practice certificate, holders of professional diplomas in health granted or recognized in Vietnam must practice at the following medical examination and treatment establishments for:
a/ 18 months at hospitals or research institutes with patient beds (below referred to as hospitals), for medical doctors:
b/ 12 months at hospitals, for assistant doctors:
c/ 9 months at hospitals with obstetrics wards or obstetrics clinics, for midwives:
d/ 9 months at medical examination and treatment establishments, for nurses and technicians.
Application for a Nursing Practice Certificate
Specifically, after graduating from this major, you should complete and submit an application for a nursing practice certificate to the provincial Department of Health. This authority manages medical examination and treatment facilities.
Dossiers for the application:
- Firstly, judicial record;
- Secondly, a copy of the certificate or diploma of professional qualifications;
- Thirdly, written certification of the practice process;
- Fourthly, a certificate of eligibility for practice, issued by a qualified medical examination and treatment establishment as prescribed by the Minister of Health;
- Also, an application for a practicing certificate;
- A curriculum vitae certified by the commune level such as the People’s Committee of the commune, ward, or town where he/she resides or certified by the head of the unit where he/she works.
Dossiers to apply for issuance of a nursing practice certificate
- Form No. 01 in Annex I enclosed with this Decree.
- A valid copy of qualifications suitable for the practice scope applying for the practice certificate.
- form No. 02 in Annex I enclosed with this Decree or valid copies of qualifications of the resident physician, level I medical specialist, level II medical specialist, excluding traditional medicine practitioners or owners of herbal remedies or treatment methods.
- A certificate of health issued by a healthcare facility specified in clause 6 Article 23 and clause 5 Article 25 of this Decree.
- A criminal record.
- The form No. 03 in the Annex I enclosed with this Decree which is verified by the head of his/her office, applicable to applicants working at medical facilities by the time of application submission, or by the People’s Committee of the commune where he/she resides, applicable to applicants not working for any healthcare facilities by the time of application submission.
- 2 4×6 photos having white background made within 06 months before the date of submission.
Qualifications suitable for the practice scope applying for the practice certificate
- A medical degree;
- A bachelor’s degree in medicine issued by a foreign authority and recognized by the Ministry of Education and Training to be equal to a university’s degree enclosed with the certificate of completion of an additional professional course that lasts at least 12 months and lawfully held by a Vietnamese training institution according to regulations of the Minister of Health. The combination of such documents is equal to a medical certificate; their owner shall be issued with a practicing certificate with a doctor’s title;
- A bachelor’s degree in chemistry, biology, or pharmacy at university level enclosed with a certificate of completion of medical training in testing which lasts at least 3 months or a certificate of post-graduate education in testing;
- A certificate of traditional medicine practitioner or a certificate of the owner of herbal remedies or treatment methods issued by the Minister of Health or the Director of a Department of Health.
If any of such qualifications is lost, a certificate of graduation or a valid copy of the replacing document of the certificate of graduation issued by the issuer of such qualification shall be presented.
