According to Article 13, Law on entry, exit, transit, and residence of foreigners 2014 stipulates:

Generally, A temporary residence card is a document issued by the Vietnam immigration department or a competent authority of the Ministry of Foreign Affairs. It allows foreigners to reside in Vietnam for a definite time and is valid in place of a visa.

Cases eligible for grant of temporary residence cards and symbols of temporary residence cards in Vietnam

Accordingly, Article 36, Law on entry, exit, transit and residence of foreigners 2014:

Firstly, foreigners who are members of diplomatic missions; consular offices; representative offices of international organizations affiliated to the United Nations or intergovernmental organizations in Vietnam; their spouses; under-18 children; and housemaids who live with them during their terms of office may be granted temporary residence cards with the symbol NG3.

Secondly, foreigners who hold LV1, LV2, ĐT, NN1, NN2, DH, PV1, LĐ, or TT visas may be granted temporary residence cards with the same symbols.

In the following cases, the Competent Authority does not issue a temporary residence card:

Prosecution for criminal liability or being the defendants in civil disputes, economic, labor.

Moreover, being obliged to execute a criminal judgment; civil or economic judgments;

Additionally, being obligated to comply with decisions on sanctioning administrative violations, tax payment obligations, and other financial obligations.

Note, in order to have a temporary residence card. The above subjects need to meet the following additional conditions:
