What is the citizen identity card?
“Article 18. Use value of the citizen identity card:
1. The citizen identity card means an identification document of a Vietnamese citizen which is valid to prove the citizen identity of the person granted the card to conduct transactions in the Vietnamese territory.
2. The citizen identity card is used instead of the passport in the case that Vietnam and a foreign country sign an international treaty or agreement allowing citizens of the contracting country to use the citizen identity card instead of using of passports in each other’s territories.”

Vietnamese citizens who are full 14 years old or older will be granted a citizen identity card and will be renewed when the citizens are full 25 years old, full 40 years old and full 60 years old.
