Do foreigners working in Vietnam have to participate in health insurance?
According to Articles 1 and 12 of the 2008 Health Insurance Law, amended and supplemented in 2014 as follows:
Accordingly, Article 1 provides for the scope of regulation and subjects of application:
Firstly, this Law prescribes the health insurance regimes and policies, including subjects, payment rates, responsibilities and methods of health insurance payment; health insurance card; health insurance coverage; organize medical examination and treatment for health insurance participants; payment of medical examination and treatment expenses covered by health insurance; Health Insurance Fund; rights and responsibilities of the parties related to health insurance.
Secondly, this Law applies to domestic and foreign organizations and individuals in Vietnam related to health insurance.
Finally, this Act does not apply to business health insurance.
Article 12 provides for the subjects participating in health insurance:

Article 14 of the Law on Health Insurance 2008 stipulates:
Firstly, for employees subject to the salary regime prescribed by the State, the basis for paying health insurance premiums is the monthly salary according to rank, rank, and position allowances and allowances. Seniority allowance beyond the frame, seniority allowance (if any).
Secondly, for employees who receive salaries and wages according to the employer’s regulations, the basis for paying health insurance is the monthly salary and wages stated in the labor contract.
Thirdly, For people receiving pensions, allowances for loss of working capacity, or monthly unemployment benefits, the basis for paying health insurance premiums is the monthly pension, loss of working capacity allowance, and unemployment allowance.
