New regulations on issuance of citizen identification cards
Pursuant to the provisions of Article 12, Circular 07/2016/TT-BCA stipulating a number of articles of the Law on Citizen Identification on the order and procedures for issuance of citizen identification cards:
1. The order and procedures for issuance of citizen identification cards are as follows:
a) Citizens fill in the Citizenship Identification Declaration;
b) The officer receiving the application for the issuance of a citizen identification card shall check and compare information about the citizen in the citizen identification declaration with information in the national population database connected to the national population database. The citizen identification database to accurately identify the person who needs to be issued a card and unify the contents of information about the citizen; In case citizens do not have information or information has changed or has not been updated in the national database on population, citizens are required to identify accurate information and present lawful papers on population. the information to be recorded in the citizen identification declaration to check and update information into the database;
In case the National Population Database or Citizen Identity Database has not been put into operation, citizens are required to present their household registration book.
c) In case the citizen changes from the 9-digit ID card or 12-digit ID card to the citizen’s identity card, the officer who receives the dossier shall collect, submit and process the ID card according to the provisions of Article 15. of this Circular.
d) Officials of the citizen identification management agency take photos, collect fingerprints and identification characteristics of people who come to carry out the procedures for issuance of citizen identification cards to print on the receipt of citizen identification information and the identity card. In case the dossiers and procedures are incomplete as prescribed, they shall guide the citizens to complete them for issuance of citizen identification cards;
e) The agency where the application is received shall issue a certificate of the identity card number (if any) and return the citizen identification card according to the time and place stated in the appointment letter. The place to pay the citizen’s identity card is the place to carry out the card issuance procedures; In case the citizen requests to return the card at another location, the citizen shall specify the address of the place of card payment in the citizen identification declaration. The agency where the application is received shall return the citizen’s identity card at the place requested by the citizen to ensure it on time and the citizen must pay the delivery service fee as prescribed.
2. A person suffering from a mental illness or another disease that causes him or her to lose the ability to perceive or control his/her acts must have a legal representative to come along to carry out the procedures as prescribed at Points a, b, c , đ, e Clause 1 of this Article.
Where can I get a citizen identification card?
According to Article 26 of the Law on Citizenship Identification, the place to carry out the procedures for issuance, exchange and re-issuance of citizen identification cards:
Citizens can choose one of the following places to carry out procedures for granting, changing or re-granting their citizen identification cards:
1. At the citizen identification management agency of the Ministry of Public Security;
2. At the citizen identification management agency of the Public Security of the province or city under central authority;
3. At the citizen identification management agency of the police station of the district, town, provincial city and equivalent administrative unit;
4. Competent citizen identification management agencies shall organize procedures for issuance of citizen identification cards at communes, wards, townships, agencies, units or at citizens’ places of residence in case of necessity. “

Where there is information on the National Database on Population
According to Article 22 of the Law on Citizenship Identity 2014, guided by Article 12 of Circular 07/2016/TT-BCA (amended by Circular 40/2019/TT-BCA), the procedure for issuing CCCD cards is as follows:
– Citizens fill out the Citizenship Identity Declaration (online or in person);

In this case, people must carry out the procedures for re-issuance of the household registration book before issuing the CCCD card.
Pursuant to Clause 2, Article 10 of Circular 35/2014/TT-BCA, if the household registration book is lost, it will be re-issued. The re-issued household registration book has the same number and content as the previously issued household registration book.
In order to be re-issued the household registration book, citizens need to fill in all information in the notice of change of household registration or population. In case of re-issuance of household registration book in a city or town of a province, and a district, town or city under central authority, a certification of the police of the commune, ward or township where he/she permanently resides is required on the notice of change. household registration, demographics.
