Temporary residence of foreigners

Accommodation establishments that are places where foreigners temporarily reside in the Vietnamese territory include tourist accommodation establishments, guesthouses, housing areas for foreigners who work, study, practice as probationers, medical examination and treatment establishments, private houses, and other accommodation establishments prescribed by law.

Declaration of temporary residence

Article 33 of the Law on Foreigners’ entry into, exit from, transit through, and residence in Vietnam 2014, amended 2019 provides for regulation concerning the declaration of temporary residence as follows:

Article 33. Declaration of temporary residence

1. Foreigners who temporarily reside in Vietnam shall, via managers and executives of accommodation establishments, declare their temporary residence to public security agencies of communes, wards or townships, or police stations in localities where such accommodation establishments are located.
2. Accommodation establishments’ managers and executives shall fill in temporary residence declarations for foreigners and submit such declarations to public security agencies of communes, wards or townships, or police stations in localities where their accommodation establishments are located within 12 hours or within 24 hours, for remote and deep-lying areas, after the foreigners arrive in their establishments.
3. Tourist accommodation establishments that are hotels must have Internet access or have their computer networks connected to immigration management agencies under provincial-level Public Security Departments in order to transmit information on foreigners’ temporary residence. Other accommodation establishments that have Internet access may directly send declared information on foreigners’ temporary residence to email addresses of immigration management agencies under provincial-level Public Security Departments.
4. Foreigners who change their places of temporary residence or reside at places other than those stated in their temporary residence cards shall make a temporary residence declaration under Clause 1 of this Article.

Accordingly, foreigners temporarily residing in Vietnam must notify public security authorities of communes, wards, townships, or police stations in the localities where the accommodation is located with a declaration through managers and executives of accommodation establishments.
Also, foreigners who alter their temporary residence locations or reside in locations other than those listed on their temporary residence cards must make a declaration to public security authorities of communes, wards, townships, or police stations in the localities where the accommodation is located through managers and executives of accommodation establishments.

Temporary residence in special area

• Foreigners may temporarily reside in accommodation establishments in industrial parks, export processing zones, border-gate economic zones, and coastal economic zones. During the residence, the foreigners shall declare their temporary residence according to Article 33 of the Law on foreigners’ entry into, exit from, transit through, and residence in Vietnam 2014, amended 2019.
• Foreigners may not temporarily reside in restricted areas in land and sea border areas. In case foreigners reside in accommodation establishments in border areas or tourist townships, towns, and cities or tourist and service centers, special administrative-economic units, and other economic zones in border areas, the declaration of temporary residence complies with Article 33 of the Law on foreigners’ entry into, exit from, transit through and residence in Vietnam 2014, amended 2019. Agencies that receive information on foreigners’ temporary residence shall notify such information to border guard stations of localities where accommodation establishments are located.

Online declaration of temporary residence for foreigner in Vietnam

Step 1: Access website

The declarant of temporary residence registers an account to declare the temporary residence at the website of the Immigration Department of the provincial-level Police Department where the accommodation establishment is located, the National Public Service Portal, or the Public Service Portal of the Ministry of Public Security.

Firstly, access the website of the Immigration Department of the provincial police where the accommodation is located or other available websites as mentioned above.

The website address usually has the following structure:

For “province”, enter the name of the province or city where the accommodation is located such as Hanoi, Danang, Binhphuoc, Namdinh, Hochiminh,…

Click on “Khai báo tạm trú” to start declare your temporary residence.

Step 2: Register an account

After selecting the province where the foreigner temporarily resides, the website would direct you to the declaration page of the immigration office of that province.

To declare temporary residence on this website, you need an account. If you do not have one, sign up for an account by following the instructions below.

Click on “đăng ký” to register to create an account.

The website will show 2 sections:

• Thông tin cơ sở lưu trú (Nơi có người nước ngoài lưu trú): Information of the accommodation establishment in which the foreigners reside.
• Thông tin người đăng ký tài khoản: Information of the registerer

In the section “Information of the accommodation establishment in which the foreigners reside”, you have to fill in the blank with the following information:

• Tên cơ sở lưu trú (Name of the accommodation establishment owner)
• Loại cơ sở lưu rú (Type of accommodation establishment)
• Người đại diện: Representative (The owner)
• Số điện thoại: Phone nnumber of the owner
• Số cmnd hoặc hộ chiếu: ID card of Passport number of the owner
• Email
• Quận/huyện: District
• Phường/xã: Ward/commune
• Địa chỉ: Address

In the “Type of Accommodation establishment” section, select one of five categories:

• Apartment buildings, medical facilities, dormitories;
• Industrial and export processing zones;
• Hotels, motels;
• Household business (Household business);
• Households do not do business.

Fill in the section of “Information of the registerer” with the following information:

• Tên đăng nhập: User name
• Mật khẩu: Password
• Nhập lại mật khẩu: Re-enter the password
• Tên người đăng ký: Name of the foreigner
• Số cmnd hoặc hộ chiếu: ID card or Passport of the Foreigner
• Số điện thoại: Phone number
• Email

Step 3: Declare temporary residence online

After successfully creating an account, log in. Follow the order: Chức năng –> Quản lý khách –> Thêm mới.

Then, the website shows the declaration form with the following required information:

• Tên cơ sở lưu trú: Name of the accommodation establishment owner
• Quận/huyện: District
• Phường/xã: Ward/commune
• Địa chỉ tạm trú: Address
• Số phòng: Room number
• Số hộ chiếu: Passport number
• Quốc tịch: Nationality
• Họ và tên: Name
• Giới tính: Gender
• Ngày tháng năm sinh: Date of Birth (DD/MM/YYY)
• Ngày đến cơ sở lưu trú: Date of arrival to the accommodation establishment
• Ngày đi dự kiến: Estimated departure date
