Conditions for organizing and introducing foreign films in Vietnam

Accordingly, point a, Clause 2, Article 19 of Decree 54/2010/ND-CP stipulating conditions for organizing; and introducing foreign films in Vietnam. Vietnamese organizations and individuals; foreign organizations and individuals have right to organize, screen and introduce foreign films in Vietnam for non-business purposes.

Procedures for organizing screening and introducing foreign films in Vietnam

Step 1: Prepare documents

Vietnamese organizations and individuals, foreign organizations and individuals who have needs will have to prepare dossiers. Records include: An application form for a license to organize the screening and introduction of foreign films in Vietnam. (Accordingly Form No03 issued together with Circular No11/2011/TT-BVHTTDL). Or a note (for diplomatic missions). Translation of the film’s narration in Vietnamese. The introductory film version (DVD, MP4, …); has English subtitles.

Step 2: Submit your application

Vietnamese organizations and individuals, foreign organizations and individuals wishing to organize screening and introduction of foreign films in Vietnam shall declare and submit documents online through the online public service system. At the same time; directly or send post 01 copy of the introduced film to the Cinema Department.

Step 3: Film Appraisal

The Ministry of Culture, Sports and Tourism establishes a Film Appraisal Council.

Step 4: Granting a license to organize the screening and introduction of foreign films in Vietnam or refuse to issue a license.

After 15 working days from the date of receipt of complete and valid dossiers. The Ministry of Culture, Sports and Tourism issues a license to organize the screening and introduction of foreign films in Vietnam; in case of refusal to grant the License; a written reply clearly stating the reason must be given.

Film appraisal fees and charges

Screenplay appraisal, including films of film production studios, films ordered, sponsored, cooperated with foreign countries and filmmaking services with foreign countries:

Movie script:

– Firstly, length up to 100 minutes (1 episode): 3,600,000 VND

– Secondly, length from 101 to 150 minutes (1.5 episodes): 5,400,000 VND

– Lastly, the length from 151-200 minutes is calculated into 02 episodes.

Short film scripts, including: documentaries, science films, cartoons:

– Firstly, ength up to 60 minutes: 1,500,000 VND

– Secondly, the length of 61 minutes; or more is recorded as a feature film.

Screenplays made from cooperation activities, providing film-making services with foreign countries:

Film:

– Length up to 100 minutes (1 episode): 6,000,000 VND

– Length from 101 to 150 minutes (1.5 episodes): VND 8,000,000

– The length from 151-200 minutes is calculated into 02 episodes.

Short film:

– Length up to 60 minutes: 2,400,000 VND

– The length of 61 minutes; or more is recorded as a feature film.

Film Rating

Film:

– Firstly, length up to 100 minutes (1 episode): 1,800,000 VND

– Secondly, length from 101 to 150 minutes (1.5 episodes): 2,700,000 VND

– Lastly, length from 151 to 200 minutes counted into 02 episodes

Short films (documentary, science, animation…):

– Length up to 60 minutes: 1,100,000 VND

– The length of 61 minutes; or more is recorded as a feature film.
