Dossier for domestic issuance of regular passport

Article 15 of the Law on Exit and Entry of Vietnamese Citizens 2019 provides for papers required for a passport application including:

• A copy of the birth certificate or an extract of the birth certificate for a person under 14 years of age.
• The most recently issued regular passports with respect to persons who have been issued with passports; in case of lost passports, attach notice of loss or notice of receipt of competent agencies.
• Photocopies of ID cards or Citizen Identity Cards with respect to changes to personal information compared to information in the most recently issued passports.
• Verified photocopies of documents issued by competent agencies proving authorized legal representatives for incapacitated persons, persons having limited recognition or behavioral control as specified in the Civil Code, and persons under 14 years of age. In case photocopies are not verified, present master registers for examination and comparison.

Dossier for issuance of the first time

Dossier includes:

• A declaration to apply for a passport according to the prescribed form.
• 02 photos of size 4cm x 6cm, white background, straight face, bare head, no colored glasses (taken at a photography establishment permitted by the Immigration Department).
• Identity card or citizen identification card or valid passport (presented when submitting the application for the immigration management agency to check and compare).
• Temporary residence book (in case the applicant has not been granted a citizen identification card and submits the application at the place of temporary residence).

Place of application submission:

• The applicant for a passport for the first time applies at the Immigration Department of the Police Department of the province or city under the central authority where he/she permanently or temporarily resides. In case having a citizen’s identity card, it must be done at the Immigration Department of the Police Department of the province or a centrally run city.

Dossier for issuance from the second time

Dossier includes:

• A declaration to apply for a passport according to the prescribed form.
• 02 photos of size 4cm x 6cm, white background, straight face, bare head, no colored glasses (taken at a photography establishment permitted by the Immigration Department).
• Identity card or citizen identification card or valid passport (presented when submitting the application for the immigration management agency to check and compare).
• The most recent ordinary passport issued to the person who has been granted a passport; in case the passport is lost, it must be enclosed with a lost report made according to the form or a notice of receipt of the application from a competent authority.
• A photocopy of the ID card or citizen identification card in case there is a change in personal information compared to the information in the last issued passport.

Place of application submission:

• Apply at the Immigration Department, Ministry of Public Security (headquarters: 44-46 Tran Phu Street, Dien Bien Ward, Ba Dinh District, Hanoi City or 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City) or Immigration Management Office of the Public Security of the province or centrally run city where it is convenient.

Dossier for issuance for people with civil incapacitated, difficulty in cognition, self-control as prescribed in the Civil Code, and people under 14 years old

Dossier includes:

• Declare an application for passport according to the prescribed form. The declaration is made and signed by the father, mother, or legal representative, certified and stamped with the photo of the police station of the ward, commune, or town where he/she permanently or temporarily resides.
• 02 photos of size 4cm x 6cm, white background, straight face, bare head, no colored glasses (taken at a photography establishment permitted by the Immigration Department).
• Valid ID card or citizen ID card or passport (if any, present when submitting the application for the Immigration Department to check and compare).
• The most recent ordinary passport issued to the person who has been granted a passport; in case the passport is lost, it must be enclosed with a lost report made according to the form or a notice of receipt of the application from a competent authority.
• A copy of the identity card or citizen identification card if there is a change in personal information compared to the information in the last issued passport.
• A certified true copy of a document issued by a competent Vietnamese authority to prove the legal representative. In case the photocopies are not authenticated, present the original for checking and comparison.

Applicants:

• Parents or a legal representative shall submit a dossier for a person who has lost his/her civil act capacity, has difficulties in cognition or behavior control as prescribed by the Civil Code, or is under 14 years old. They must present their identity card or valid passport and papers issued by a competent Vietnamese authority to prove they are legal representatives.

Online registration of renewing passport

Apply for a passport online through the Public Service Portal of the Ministry of Public Security

1: Prepare documents
2: Access the Public Service Portal of the Ministry of Public Security at: https://dichvucong.bocongan.gov.vn/
3: Log in to your national public service account. If you do not have an account, register for one.
4: Search for a passport issuance service
Go to the online application form and search for passport issuance service.
5: Fill in the information requested by the website and upload the application according to the instructions.
7: After the application is approved by the immigration authority, pay the fee online according to the link sent by the National Public Service Portal via text message or email.
8: Get your passport
Pick up in person at the immigration authority or at home (if applying for a passport via postal service).

Apply for a passport online at the Public Portal of Immigration

Step 1: Access https://hochieu.xuatnhapcanh.gov.vn/ and select “declare information on the application for a passport”. The system will redirect you to the Electronic Declaration.
Step 2: Fill in the application form
Items marked with a red * are required with the provision of information.
After filling in all the information, click “Check the application”, and the system will display the full declaration page.
If the information is correct, select “I take full responsibility before the law for the above declaration” and “Finish” to complete the application.
Step 3: Submit your application
After completing the declaration, the system will return the declaration number. Take this code and bring it to the registered address. When submitting the application, provide the receiving officer with the declaration code to perform the reception.
