How is overseas Vietnamese understood?
Overseas Vietnamese is a term to refer to Vietnamese people residing outside the territory of Vietnam, they may be holding Vietnamese nationality or/and nationality of the host country. Viet Kieu, also known as overseas Vietnamese, is a historical word used in daily life to refer to Vietnamese people who are settling abroad and people of Vietnamese origin who have been living abroad for a long time.

Can overseas Vietnamese get a citizen identity card?
Pursuant to Article 2 of the Law on Citizenship Identification 2014 stipulates that the subjects to be applied to issue a citizen identification card are as follows:
“This law applies to Vietnamese citizens; relevant agencies, organizations and individuals”.
As explained above, Viet Kieu is understood as Vietnamese people who have lived abroad for a long time, including people with Vietnamese nationality and people who do not have Vietnamese nationality but are of Vietnamese origin. But according to the provisions of the Law on Citizenship Identity 2014 only applies to Vietnamese citizens who are Vietnamese nationals. Procedures for issuing identity cards for overseas Vietnamese
When the citizen’s identity card is lost or printed with incorrect information of the requesting individual or is damaged, the information cannot be identified, that individual can request for re-issuance or change the information for accuracy. The procedure is the same as the procedure for granting a citizen identification, but in case the information of the person requesting the grant of citizen identification is not available on the national database, the requester must provide documents from the agency competent state to verify.
The previously re-issued citizen identity card will be revoked, if the citizen identity is lost, there is no need but only a confirmation from the local government about the loss of the citizen identity.
According to Article 26 of the Law on Citizenship Identification, citizens can choose one of the following places to carry out procedures for issuance, exchange or re-issue of citizen identification cards:
At the citizen identification management agency of the Ministry of Public Security;
At the citizen identification management agency of the Public Security of the province or city directly under the central government;
At the citizen identification management agency of the police of districts, urban districts, towns, provincial cities and equivalent administrative units;
The competent citizen identification management agency organizes procedures for issuance of citizen identification cards at communes, wards, townships, agencies, units or at citizens’ residences in case of necessity.
Documents required for issuance of a Citizenship Card
According to Article 22 of the Law on Citizen Identification, overseas Vietnamese need the following documents to apply for a citizen ID card:
Declaration according to the prescribed form;
In case overseas Vietnamese do not have information in the National Population Database, they must present legal papers such as birth certificates, temporary residence books, etc.
Time to make citizenship for overseas Vietnamese
The prescribed time for the issuance of a citizen’s identity card is prescribed as follows:
From the date the requester submits all required documents, in cities or towns, within seven days, if it is the first application for a new grant, in the case of re-issuance, within 15 working days excluding holidays, the issuing authority must return the card to the requester.
In case the grantee lives in border areas, remote areas, islands with difficult traffic, the time to complete the card issuance procedures from the date of receipt of complete and appropriate dossiers will be 20 days. The rest of the regions do not exceed 15 working days. This card issuance time can be changed to ensure shortening of administrative procedures, saving costs and travel time of citizens as well as meeting the legitimate rights and interests of citizens.
