Under Circular no 58/2020/TT-BCA, the following subjects have the right to buy motor vehicles in Vietnam:

  • Foreigners working in diplomatic missions, consular offices, and representative offices of international organizations.
  • Foreigners working and studying in Vietnam.
  • Enterprises with 100% foreign capital, representative offices, bid winning foreign enterprises in Vietnam, and non-governmental organizations.

Individual papers needed for administrative procedures

  • Foreigners working in diplomatic missions, consular offices, and representative offices of international organizations: Letter of introduction from the State Protocol Department or Department of Foreign Affairs and present a diplomatic identity card or Official ID card (having validity).
  • Foreigners working and studying in Vietnam: Present a visa (visa) with a term of one year or more or another valid document instead of a visa.

  3. Police of districts, towns, provincial cities, and centrally run cities (hereinafter referred to as district-level police for short) shall register and issue license plates of the following vehicles (except for those of agencies, organizations, enterprises, military enterprises, and individuals specified in Clauses 3, 4 and 6, Article 3 of this Circular):
  • Automobiles, tractors, trailers, semi-trailers, and other vehicles with structures similar to those mentioned above of domestic agencies, organizations, enterprises, military enterprises, and individuals having their headquarters or places of temporary residence in locality.
  • Motorcycles, mopeds (including electric scooters), and vehicles with similar structure to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises, and individuals have their headquarters or places of temporary residence in their respective localities and foreign agencies, organizations, and individuals, of projects and economic organizations in joint-venture with foreign countries in their respective localities.

Time limit for granting registration, license plate

Article 4. The time limit for granting vehicle registration and number plates

1. First-time issuance and renewal of license plates: Immediately after receiving valid vehicle registration documents.
