Can foreigners buy motorbike in Vietnam?
Under Circular no 58/2020/TT-BCA, the following subjects have the right to buy motor vehicles in Vietnam:
- Foreigners working in diplomatic missions, consular offices, and representative offices of international organizations.
- Foreigners working and studying in Vietnam.
- Enterprises with 100% foreign capital, representative offices, bid winning foreign enterprises in Vietnam, and non-governmental organizations.
Individual papers needed for administrative procedures
- Foreigners working in diplomatic missions, consular offices, and representative offices of international organizations: Letter of introduction from the State Protocol Department or Department of Foreign Affairs and present a diplomatic identity card or Official ID card (having validity).
- Foreigners working and studying in Vietnam: Present a visa (visa) with a term of one year or more or another valid document instead of a visa.
- Vehicle owner as a 100% foreign-owned enterprise, representative office, winning foreign enterprise in Vietnam, non-governmental organization: Present citizen identification or identity card or passport foreign) of the person who came to register the vehicle.

- For liquidated military vehicles: Vehicle registration certificate, an official letter certifying that the vehicle has been removed from military equipment of the Department of Motor Vehicles, Ministry of National Defense, and bill of sale of public property or sale of government property.
Registration fee papers
Vehicle registration fee documents:
- Receipt or payment slip into the state budget or authorization to pay registration fee via bank or other registration fee payment document as prescribed by law or fee payment data sheet printed from the vehicle management registration system (full brand, model number, vehicle type, engine number, vehicle chassis number). - Traffic Police Division, Road, and Railway Traffic Police Division, Road Traffic Police Division of Public Security Departments of central-affiliated cities and provinces (hereinafter referred to as Traffic Police Department) for registration, issue license plates for cars, tractors, trailers, semi-trailers, and other vehicles with similar structure to the vehicles mentioned above of foreign agencies, organizations, and individuals, of projects and business organizations joint ventures with foreign countries and agencies, organizations, enterprises, military enterprises, individuals having their headquarters or permanent residence in districts, cities of centrally-run cities or cities of provinces where the Traffic Police Department is located (except for vehicles of agencies, organizations, and individuals specified in Clause 3, Article 3 of this Circular).
- Police of districts, towns, provincial cities, and centrally run cities (hereinafter referred to as district-level police for short) shall register and issue license plates of the following vehicles (except for those of agencies, organizations, enterprises, military enterprises, and individuals specified in Clauses 3, 4 and 6, Article 3 of this Circular):
- Automobiles, tractors, trailers, semi-trailers, and other vehicles with structures similar to those mentioned above of domestic agencies, organizations, enterprises, military enterprises, and individuals having their headquarters or places of temporary residence in locality.
- Motorcycles, mopeds (including electric scooters), and vehicles with similar structure to the above-mentioned vehicles of domestic agencies, organizations, enterprises, military enterprises, and individuals have their headquarters or places of temporary residence in their respective localities and foreign agencies, organizations, and individuals, of projects and economic organizations in joint-venture with foreign countries in their respective localities.
Time limit for granting registration, license plate
According to the provisions of Article 4 of Circular 58/2020/TT-BCA, the time limit for granting vehicle registration and number plates:
Article 4. The time limit for granting vehicle registration and number plates
1. First-time issuance and renewal of license plates: Immediately after receiving valid vehicle registration documents.
2. Issuance of temporary vehicle registration certificates and temporary license plates: During the day.
3. First grant, renewal of vehicle registration certificate, certificate of revocation of vehicle registration, and license plate: No more than 2 working days from the date of receipt of complete and valid documents.
4. Re-issuance of lost, blurred, or damaged license plates: No more than 7 working days from the date of receipt of complete and valid dossiers.
5. Re-issuance of lost vehicle registration certificates: No more than 30 days from the date of receipt of complete and valid dossiers.
Registration certificates and license plates revoked
