What is temporary residence card?
Pursuant to Clause 13, Article 3 of the Law on entry, exit, transit and residence of foreigners in Vietnam:
“Temporary residence card – a document issued by an immigration management agency or a competent agency of the Ministry of Foreign Affairs to a foreigner who is allowed to reside in Vietnam for a definite time and is valid in lieu of a visa.”
Temporary residence card is one of the documents foreigners can apply for in Vietnam; to be able to stay legally in addition to a visa.

a) The temporary residence card specified at Point a, Clause 1 of this Article has the symbol NG3;
b) So The temporary residence card specified at Point b, Clause 1 of this Article has a symbol similar to that of a visa.”
Procedures for granting temporary residence cards to foreigners in Vietnam
Dossier of application for temporary residence card
In case of application for temporary residence card for foreigners (symbol NG3):
- A written request from the agency, organization or individual that carries out the procedures for invitation and guarantee.
– Application form for temporary residence card with photo (under form NA8 issued together with Circular 04/2015/TT-BCA). - Passport.
- Papers proving that they fall into the cases specified in Clause 1, Article 36 of this Law.
For other cases:
– A written request from the agency, organization or individual that carries out the procedures for inviting or guaranteeing, specifically:
- For agencies and organizations: Form NA6 (Issued together with Circular 04/2015/TT-BCA).
- For individuals: Form NA7 (Issued together with Circular 04/2015/TT-BCA).
– Application form for temporary residence card with photo: Form NA8 (Issued together with Circular 04/2015/TT-BCA).
- Passport.
- Proof granted a temporary residence card.
Authority to solve
According to Points a, b, Clause 2, Article 37 of the Law on entry, exit, transit and residence of foreigners in Vietnam, it stipulated that:
– Firstly diplomatic missions, consular offices; or other authorized foreign agencies in Vietnam; send the application file for temporary residence card with symbol NG3 at the competent agency of the Ministry of Foreign Affairs.
– Secondly Agencies, organizations and individuals that directly invite or guarantee to submit an application for a temporary residence card to a foreigner; fall into the case specified at Point b, Clause 1, Article 36 of this Law at the immigration management agency where the inviting or guaranteeing agency or organization headquartered; or the place where the individual invites or guarantees to reside.
Time limit for settlement
So, within 5 working days from the date of receipt of complete dossiers; immigration management agency; or a competent agency of the Ministry of Foreign Affairs considers granting a temporary residence card
The duration of a temporary residence card
Pursuant to Article 38 of the Law on entry, exit, transit and residence of foreigners in Vietnam stipulates:
“1. The duration of the temporary residence card issued is at least 30 days shorter than the remaining validity of the passport.
- Temporary residence card with symbol DT1 is valid for not more than 10 years.
- Temporary residence cards with symbols NG3, LV1, LV2, LS, DT2 and DH are valid for not more than 05 years.
- Then temporary residence cards with symbols NN1, NN2, DT3, TT are valid for no more than 03 years.
- Temporary residence cards with symbols LD1, LD2 and PV1 are valid for no more than 02 years.
- Expired temporary residence card considered for a new card.”
